Environmental regulation and inward foreign direct investment: Evidence from the eleventh Five-Year Plan in China. With Yanyuan Li
- Abstract: This paper investigates whether environmental regulations affect inward foreign direct investment. The identification uses the reduction target policy for air pollutants during 11th Five Year Plan period implemented by the Chinese government in 2006. Our difference- in-difference-in-differences estimation explores three-dimension variations; specifically, prefecture (i.e., high target prefectures versus low target prefectures), industry (more polluting industries relative to less polluting ones), and year (i.e., before and after 2005). We find that tougher environmental regulations lead to less foreign direct investment. Meanwhile, low productive foreign invested enterprises show strong negative response, e.g., HMT invested firms, firms in non-capital cities and such firms in coastal provinces where the policy is stricter.

- Abstract: This paper investigates whether hometown ties of top current administrative posts in a college affects college admission in China. Our empirical results indicate that hometown ties of President or Secretary of the Party committee in a college increases the enrollments by nearly 30% more from their hometown provinces. The admission bias is more pronounced for students in science, provinces with sequential admission mechanism, non-elite universities, colleges in the middle and west provinces and the case when top administrative posts are local. We provide some evidence of hometown favoritism through the decreasing of admission scores in gaokao.
Export as shelter from domestic corruption: Theory and evidence from 141 developing countries. With Yu Liu, Mohan Zhou and Lihua Gu
- Abstract: This study examines the "shelter effect" of export for firms to elude domes-tic corruption. Our theoretical model demonstrates that corruption leads large firms to increase exports relative to sales in the domestic market, and it causes small firms to decrease exports in total sales. We use data from the World Bank Enterprise Surveys, which cover more than 130,000 firms from 141 developing countries, to test the model predictions. The empirical results con rm the prediction that large firms shelter themselves from domestic corruption through exporting, whereas small firms do not. This "shelter effect" is stronger for firms that are less connected to the government, of younger age, and with less experienced managers.
The hidden cost of trade liberalization: Input tariff shocks and worker health in China. With Haichao Fan and Shu Lin.
- Abstract: This study examines the health effect of input tariff reductions on Chinese manufacturing workers and its heterogeneity across skill levels. We first provide a simple model to demonstrate the mechanisms. We then put the predictions of the model into a test using the China Health and Nutrition Survey data. Exploiting prefecture variations in input tariff shocks, we find that input tariff reductions following China’s WTO accession adversely affect worker health through increased work time and intensity. Moreover, input tariff reductions widen both the income and health gaps between skilled and unskilled workers. Further welfare analysis indicates that ignoring health outcomes would substantially overestimate the gain from trade liberalization but underestimate the welfare disparity between the skilled and unskilled workers.
Trade Liberalization and Decentralization of State-Owned Enterprises: Evidence from China. With Haichao Fan, Cui Hu and Huanhuan Wang.
- Abstract: This paper examines the relationship between trade liberalization and SOEs probability to be decentralized, using detailed customs and firm-level data from China. We show that input tariff cuts significantly lower the probability of SOE’s being decentralized, whereas output tariff cuts raise this probability. We also find that as the distance from an SOE to its owner (a certain level of government) increases, the effect of input and output tariff cuts on the probability of SOEs decentralization become stronger. Further, the impact of the input tariff cuts dominates that of the output tariff cuts, because most of China’s imports are intermediate goods. Our empirical results are consistent with a simple model featuring a balance between governmental oversight cost and profits extracted from SOEs to explain why governments decide to decentralize SOEs.
The impact of globalization on youth education: Empirical evidence from China’s WTO accession. With Cheryl X. Long.
- Abstract:This paper presents empirical evidence that export growth in China after its WTO accession in 2001 has altered the youth’s education decision. On one hand, China's export expansion after the WTO entry has increased the opportunity cost of schooling and thus has induced youths to drop out of school at younger ages; but on the other hand, the subsequent trade upgrading has also led to increased demand for additional education at the college level. This paper exploits variation in trade exposure in the timing of the youth’s education decision and trade exposure variation among regions to identify the existence and the relative importance of these two effects of China's WTO accession. We document statistically significant and robust evidence that while export expansion has caused 2 months' reduction in schooling on average, it has led to 2 months increase for individuals with at least a high school education. Moreover, we find that the reduction in education is mainly caused by processing exports and experienced by youths in rural areas and from families with siblings, while the improvement in education can be largely attributed to exports to high income nations and youths from urban areas.
Child Mortality in the LDCs: The Role of Trade, Institutions and Environmental Quality. With Nicholas Sim and Ngoc Pham.
- Abstract: Child mortality is a persistent problem for the world’s least developed countries (LDCs). Given that trade fosters economic development, one plausible solution is to raise the low levels of trade in the LDCs, but how effective this approach might be could depend on the quality of institutions. In this paper, we use a novel instrumental variable approach to estimate the effect that trade might have on child mortality in the LDCs. We find that trade does not lead to lower levels of child mortality. In fact, in autocratic LDCs, trade could even cause child mortality to increase as we find that pollution, which adversely affects health, may rise with trade.
